“In fact, the lieutenant rank does not give any career preferences. It is necessary for a person who serving in law enforcement agencies to get access to important classified information. That is why [Bakanov] got the lieutenant rank,” the press secretary said.

“This is not a high military rank, and it will not affect either Bakanov’s income or his career growth. It is necessary for him to have just to obtain access to the information needed,” Mendel summed up.

At the same time, according to the deputy head of the Presidential Administration Ruslan Riaboshapka, the SBU’s acting head Bakanov, being a “person outside the system”, and will be able to reform the SBU.

According to Ruslan Riaboshapka, civilians were successful leaders in many special services.

“Perhaps this experiment will probably be successful for us when a person “outside the system”, who is not blindfolded by “dogmatic” ideas about special service functioning, will finally be able to reform the special service,” Riaboshapka said.
