EU promotes local government transparency in Ukraine

Ahead of the local elections in Ukraine, Transparency International Ukraine (TIU) and the Institute of Political Education have presented the Transparent Government Code, which aims to facilitate the development of good governance and accountability practices in local authorities, the EU Delegation to Ukraine reports.

“The EU supports the strengthening of transparency and accountability of government in Ukraine, including local government. The local elections are the perfect time to assess the level of government transparency in your city or community and to make a breakthrough. The Transparency Code will help both future councilors and mayors and civil society activists focus on the most important things, keeping in mind that activists’ demand for change is an essential part of societal transformation,” Manfredas Limantas, Coordinator of the Rule of Law and Anti-Corruption Sector at the EU Delegation to Ukraine said.

The Code contains 11 provisions on areas that traditionally suffer from a lack of clear and predictable rules or are only partially transparent.

“TI Ukraine urges candidates to support this document and to commit to implementing it after winning the local elections,” the Representative said.

The key provisions include the audit of municipal property, land resources, and activity of municipal enterprises, regular provision of information about the development and adoption of local decisions, a clear format of work with investment projects, ensuring broad participation in the development of regulatory policies. Digital transformation at the local level is also included.

If the Code is implemented, this will increase the transparency of local authorities and citizens’ trust in them.

According to the executive director of TI Ukraine Andriy Borovik, support for the Government Transparency Code is a sort of proof that potential mayors or council members will be ready to make a difference in their cities.
