Head of the Servant of the People faction David Arakhamia has said that there is no new bill on the special status of Donbas, which was announced by President Volodymyr Zelensky. According to him, the deputies have not yet begun to develop a document: there is not even a draft version of the document so far.
“The bill does not exist yet. It is probably really pointless to discuss it, because we are talking about abstraction,” the LB.ua quotes David Arakhamia, as saying.
He noted that he did not know who and when would be involved in the development of the bill and specified that this issue had not been raised at the meetings of the faction. Arakhamia believes that the initiative in this matter will come from the negotiating group after Normandy format, when it will be actively discussed in the committee.
He assured that the aggressor country would not influence the writing of the bill.
The law “On the special procedure of local self-government in certain regions of Donetsk and Luhansk oblasts” was adopted by the Verkhovna Rada in 2015 and was prolonged for several times. But in fact, the law never acted. It determines the special order of local self-government in the Donetsk and Luhansk oblasts is carried out exclusively by local self-government bodies, which will be elected in early elections. The text of the document indicates the conditions without which elections in the occupied territories are impossible.
