Ihor Petrashko: We will support Ukrainian manufacturers through improving public procurement system

Today, government agencies and enterprises have the opportunity to apply non-price criteria for evaluating bids when making purchases, in particular, to establish criteria such as: the presence of their own production facilities, the use of local resources, environmental characteristics. However, these criteria are still only recommendatory and, unfortunately, are not always used by customers. The Journalist reported with reference to the press center of the Ministry of Economy.

This was announced by the Minister of Economic Development, Trade and Agriculture of Ukraine Ihor Petrashko during the live broadcast of the program “Freedom of speech with Savik Shuster”:

“We need to work to ensure that non-price criteria that allow Ukrainian producers to gain an advantage become mandatory. At the same time, one should not forget that Ukraine has signed an Association Agreement with the EU and has received many preferences. Therefore, our position must be responsible and balanced. But there is a step towards a compromise.”

He also noted that in the context of a pandemic, support for the national producer, the so-called protectionism, has intensified in the world. In such conditions, Ukraine should also take effective and adequate measures to protect its own national producers.

“If we take the G20 countries, then the number of anti-dumping investigations to protect their manufacturer has almost doubled. That is, countries are beginning to defend themselves more actively. Therefore, we are also moving in this direction – the number of investigations that we are currently conducting has also increased significantly,” the minister commented.

Currently, Ukraine uses 29 trade protection methods for the import of goods with a potential value of more than USD 16.7 billion.
