The Ministry of Foreign Affairs of Ukraine (MFA) expresses its strong protest in connection with the conscription for military service of the citizens of Ukraine living in the temporarily occupied territory of the Autonomous Republic of Crimea and Sevastopolcarrying outby the Russian Federation.

“In accordance with international humanitarian law, in particular the Convention for the Protection of Civilian Population in Time of War, the occupying state is prohibited from forcing persons to serve in its armed or auxiliary forces, as well as to exert pressure and propaganda in favor of voluntarily joining the army,” the ministry noted.

Thus, the Russian Federation violates the norms of international law by conscripting the population into the armed forces of the Russian Federation, prosecuting persons who refuse such service, as well as conducting massive military propaganda activities involving the population of all ages, including minors, in conditions of rapid the spread of the coronavirus.

“Since the beginning of the occupation, the Russian Federation has already conducted 11 campaigns, during which about 25,000 people were illegally drafted into the Russian armed forces. Russia must stop such violations and unswervingly adhere to the obligations of the occupying state. We call on the world community to properly respond to the violation of international humanitarian law and human rights in the temporarily occupied territories of Ukraine,” the Ukrainian Foreign Ministry said.
