The Foreign Minister of Ukraine, Pavlo Klimkin, proposed to introduce biometric visa regime with the Russian Federation. He said this in an interview with censor.NET:

“I believe putting labels in the passport makes no sense. Therefore, I’ve always been in favor of starting scan biometric data and build a database. This decision passed through the National Security and Defense Council. If we introduce a visa regime with Russia, it must be biometric so that people enter with normal biometric passports,” said Klimkin.

In addition, the Minister proposes to introduce a border alert system for Russians.

“When Russian citizens come to Ukraine, they should inform the relevant website in For three or five days before their future visit. Of course, there will be an option for urgent cases. Second moment. We need tighter control over Russian citizens in Ukraine … Being at war with Russia, we need to understand where Russian citizens are and what they are doing,” the Ukrainian Foreign Minister noted.

According to Klimkin, this issue is still a topic to discuss.

“I definitely support the introduction of a biometric visa regime with Russia. When to introduce it and, most importantly, how – this is a matter of public and political discussion,” said the Minister.
