The reconsideration of the decision of the National Security and Defense Council (NSDC) on trade restrictions within the areas of Donetsk and Luhansk regions uncontrolled by Ukraine is possible only after return of the assets located there to Ukraine.
The press secretary of the Representative of Ukraine in Trilateral Contact Group in Minsk Leonid Kuchma, Darka Olifer reported on the results of the TCG work in Minsk.
The Ukrainian side stressed the inadmissibility of issuing Russian passports to the ORDLO residents.
To the Ukrainian side, such actions are blocking the Minsk process and endangering the further peace process, she noted.
“Our work should be a two-way road; all processes should take place only on the basis of the reciprocity. Only after return of the Ukrainian assets are legally returned to Ukraine, the issue referring the reconsideration of the NSDC decision on the implementation of the trade restrictions against occupied Donbas,” Kuchma said.
The speaker noted that the political will of the leaders of the Norman Four countries is needed for substantial progress in the TCG work, as their meeting could give a significant impetus to progress in all areas of the Minsk agreements implementation.
It is also reported that the latest aggravation in Donbas hinders the re-introduction of the ceasefire.
In particular, “the implementation of certain security issues is the starting point for the implementation of the Minsk agreements.”
“The introduction of a ceasefire regime could change the security situation in Donbas for the better, primarily for civilians who live on both sides of the contact line. However, the aggravation observed in recent days has hampered this peace initiative. The security subgroup has been tasked with preparing for the so-called “Grain truce.” Under these conditions, the OSCE SMM should receive reliable and secure access throughout Ukraine in accordance with its mandate,” the statement said.
According to Olifer, activities on the hostages release are still ongoing in Minsk at the TCG negotiations.
“The humanitarian subgroup is focused on the release of the held persons, this work is going on. The parties discussed the participation of the International Committee of the Red Cross in the search for missing persons,” the speaker emphasized.
The socio-economic subgroup also discussed infrastructure issues, in particular, stable water supply for civilian population in Donbas.
According to BelTA, the next TCG meeting on the settlement of the the situation in Donbas will be held in Minsk on July 2.
