Lists for prisoner exchange will be discussed at TCG meeting in Minsk on Dec 18 – Zelensky

President Volodymyr Zelensky said that lists for prisoner exchange in the format of “all for all” will be discussed at a meeting of the Trilateral Contract Group (TCG) on December 18. He announced this on the air of the Right to Power panel show.

Zelensky noted that it is important to establish exact number of captured Ukrainians kept in Donbas, the Crimea and the Russian Federation.

“I really wanted to explain what “all for all” exchange format, agreed on Normandy Four summit, means, because we are very afraid to leave our people there – not only in the temporarily occupied territories, but also in Crimea and on the territory of the Russian Federation. We believe that prisoners swap in format “all for all” will be held until the New Year. Lists for prisoner exchange will be discussed at the TCG meeting in Minsk on December 18. This will be the first stage [exchange of prisoners. – ed.],” the President said.

Zelensky noted that the militants did not allow representatives of the International Committee of the Red Cross into non-government-controlled territory during the hostilities in eastern Ukraine. Therefore, it cannot be said for sure how many captured Ukrainians are being held in Donbas.

Clarification of such lists will be the second step in the exchange of prisoners.

The third step will be the exchange of prisoners held in the Crimea and on the territory of the Russian Federation.
