Medical guarantees program to be launched in 2020 in Ukraine

The law on medical reform will be fully implemented from January 1, 2020, and the program of medical guarantees for all citizens of Ukraine will start to work.

This was stated by the Deputy Minister of Health Pavlo Kovtoniuk, Ukrinform reports.

The hospitals will provide services by a new “Money depends on number of patient” payment model (the more patients chose the doctors, who work in the institution, the more funds will be allocated by the National Health Service of Ukraine), and this can be done within 2 – 3 years.

Kovtoniuk stressed that starting from next year, the financing mechanism for the hospitals maintenance (“medical subvention”) will be abolished; the mechanism of payment for the services provided under agreements with the National Health Service of Ukraine (NHSU) will remain.

Specialized services will be divided into emergency and planned parts.

To the deputy minister, the emergency services are included in the program of medical guarantees, which is financed by NHSU. The patient does not need any actions but calling an emergency, and all this “is paid without any conditions.”

“If we are talking about planned medical services – there are several ground rules that need to be followed in order for this service to be paid by the NHSU,” Kovtoniuk stressed.

The patient should choose a hospital, a specialist, and search for the NHSU sign in this institution, which means that the program of medical guarantees is working there, the official said.

“All the medicines need in the hospital for providing services, that is paid by the NHSU, and which are provided with the National List of Medicines, are included in the payment for services and must be provided,” Kovtoniuk added.

He noted that some services will not be included in the program of medical guarantees, and medical institutions will legally charge for them.

As The Journalist reported, more than 1 mln Ukrainians received medicines using e-prescriptions.
