Press Secretary of the Ministry of Foreign Affairs of Ukraine Yekaterina Zelenko said that the Foreign Ministry will not accept applications from any Russian citizens intent to register as official observers at elections in Ukraine.

“The Foreign Ministry of Ukraine position remains stable: representatives of the occupying country, which is waging war against Ukraine, have no right, either from a legal or moral point of view, to observe elections in our state. Therefore, the Ministry of Foreign Affairs of Ukraine will not accept applications from owners of Russian passports for registration as official observers from foreign states or international organizations. This is clearly indicated in the letter of invitation of the Minister of Foreign Affairs of Ukraine Pavlo Klimkin to the Director of the Office for Democratic Institutions of January 2, 2019,” Zelenko said, as quoted by UNIAN.

The Foreign Ministry speaker also recalled that in accordance with the laws of Ukraine "On ensuring the rights and freedoms of citizens and the legal regime in the temporarily occupied territory of Ukraine" and "On the peculiarities of state policy to ensure the state sovereignty of Ukraine in the temporarily occupied territories in Donetsk and Luhansk oblasts", Russia is recognized as the state-occupier and the state-aggressor at the legislative level.

As The Journalist reported, Ukrainian border guards will execute Presidential order not to let Russian observers in for elections.
