Ministry of Economy explains increase of unemployment rate in Ukraine

The Ministry of Economic Development, Trade and Agriculture of Ukraine said that the increase in the number of unemployed registered with the State Employment Service in December 2019 to 338,200 people, or by 17% compared with November, is a traditional seasonal phenomenon.

The annual increase in number of registered unemployed in rural areas up to peak values in the winter period is​​ caused by the lack of fieldwork.

Ukraine uses two indicators characterizing the unemployment rate, namely: the unemployment rate (according to the methodology of the International Labor Organization) and the registered unemployment rate.

“The concepts of “unemployment rate” and “registered unemployment rate” are not identical. Only 22% of all unemployed apply for services to the State Employment Service. That is, only every 5th unemployed Ukrainian has the status of a registered unemployed, and therefore, the number of unemployed is significantly greater than the number of registered unemployed,” the message says.

The Ministry of Economy emphasized that the unemployment rate according to this methodology fell to 8.1% for 9 months of 2019 (compared with 8.6% for 9 months of 2018).

As The Journalist reported, Ukraine unemployment rate decreased by 0.7% in 2019.
