This is stated in the mission report published on February 18.

“At 10:00 a.m. on February 15, while positioned in the south-western outskirts of the village of Starobeshevo (non-government-controlled, 32 km south-east of Donetsk), the SMM saw a flying object,” the report says.

“With the help of optical observation tools, observers the SMM assessed it as a swept wing four-engine turbo-prop aircraft (likely a Tupolev TU-95 or Tupolev TU-142),” the report states.

“In the period from 10:50 to 11:10, positioned in north-west of Lyubovka (non-government-controlled, 43 km south-east of Donetsk), the SMM saw an aircraft, flying from north to south and back again," observers said.
