The President of the Confederation of Builders of Ukraine Lev Partskhaladze has said that strengthening of the responsibility of officials and experts is an important qualitative change for reforming the system of state architectural and construction control.
“The increase in sanctions for violation of the law and building codes is one of the key changes for reforming of state architectural and construction control,” he said.
Partskhaladze also added that responsibility can be strengthened for the creation of a working mechanism for depriving accreditation of expert organizations for illegal conclusions; the creation of mechanisms for revoking expert certificates; increased responsibility for specialists; increased oversight of decision makers.
“Now we have not only the low responsibility for officials and the lack of control over their work and the work of experts, but also a large number of “shadow” examinations and phony expert reports,” he added.
