Ukraine agreed ‘Steinmeier formula’ but didn’t sign anything

Bohdan Yaremenko, Chairman of the Committee on Foreign Affairs and Inter-parliamentary Cooperation said: “Ukraine agreed on the so-called ‘Steinmeier formula’, which were determined by advisers to the heads of state of the Normandy format in Minsk on September 1, 2019, but no one signed anything.”

According to the Chairman of the Committee, the general direction is that Ukraine is moving towards ending the bloodshed in Donbas, while not yielding to anything fundamental – neither territorial integrity, nor sovereignty, nor even the right to interpret the Minsk agreements in its own way.

“Nuances – nobody signed anything yesterday. Ukraine’s representative in the TCG Leonid Kuchma in writing notified the OSCE representative Martin Saydyk that Ukraine was satisfied with the wording agreed upon by the advisers to the heads of state of the Normandy format in Minsk on September 1, 2019. The content of the wording was repeatedly explained by the Minister of Foreign Affairs of Ukraine Vadym Prystaiko – it refers to the procedure for applying decisions to local elections in ORDLO on a temporary basis, as well as on a permanent basis after,” the parliamentarian said.

Yaremenko also emphasized that everything else is a subject for negotiations, the results of which will be implemented not by amendments to the Constitution, but by the laws of Ukraine adopted by the Verkhovna Rada, under the public control.
