Ukraine’s Cabinet approves bill to open land market in Ukraine, to submit it to Parliament

The Cabinet of Ministers of Ukraine has approved the bill “On Amendments to Some Legislative Acts of Ukraine Regarding the Turnover of Agricultural Land” and submits it to the Verkhovna Rada.

The text of the bill was published on the Rada website.

According to the explanatory note, the document proposes to lift the ban on the sale of farmland of all forms of ownership from October 1, 2020.

Thus, the citizens of Ukraine, territorial communities, the state, legal entities of Ukraine and stateless persons will be able to acquire ownership of agricultural land in case of acquisition by inheritance with the obligation to alienate the plot during the year.

The bill also provides for the determination of the minimum starting price for the sale of state and municipal land plots at land tenders at a level not lower than the normative monetary value.

In addition, the law of Ukraine “On sanctions” should be amended with a new type of sanctions “on prohibition of the acquisition of ownership of land”. Such sanctions are introduced by the president’s decision on the filing of the National Security and Defense Council of Ukraine and are approved by a resolution of the Verkhovna Rada. Sanctions may include foreign states, an indefinite number of persons of certain activities (sectoral sanctions) and individual legal entities.
