At the request of the Russian side, advisers to the presidents of the Normandy Four summit have developed and agreed on a document to be signed. This was stated by the Minister of Foreign Affairs of Ukraine Vadym Prystaiko during “Freedom of Speech” panel show on ICTV.

The diplomat noted that initially there were only two conditions voiced for holding a high-level summit. The first one was about the use of the Steinmeier formula and the second one about withdrawal of troops in all three disengagement sectors.

At the same time, Prystaiko said that the Russian Federation put forward a demand to write a summit document.

“We did not discuss any third conditions, but literally in the following days there were statements, that we should … have iron-firm agreements. Then this phrase grew into a specific document. I want to say that we not only did not discuss, we, as advisers to the presidents, have come up with a very short document that is proposed to be submitted to the leaders. This document only lists what we plan to achieve during this conversation,” Prystaiko said.

Due to the lack of dates and clear agreements, the document was prepared almost empty.

“The document conventionally looks as follows: leaders met on specified date – here is an empty line in the document, because the dates are unknown; leaders noted progress towards disengagement, leaders noted progress toward the application of the Steinmeier formula and leaders suggest to their foreign ministers to move this path and demonstrate progress in following directions. This is the document that was discussed in a simple form. We didn’t agree with them on anything else,” Prystaiko specified.

As The Journalist reported, Ukraine never agree with Russia on fixing in Constitution any “special status” of Donbas.
