The Ministry of Foreign Affairs of Ukraine expresses its strong protest and condemns the illegal “elections” to illegal bodies formed by the Russian occupation administration in the temporarily occupied territories of the Autonomous Republic of Crimea and the city of Sevastopol, organized and held by the Russian Federation on September 13, 2020.

“We consider such actions by the Kremlin as a continuation of gross violations of state sovereignty and territorial integrity of Ukraine,” the Foreign Ministry noted.

The Autonomous Republic of Crimea and the city of Sevastopol are temporarily occupied territories of Ukraine; the legal regime of these territories is determined by the norms of international humanitarian law. The pseudo-elections in the Autonomous Republic of Crimea and the city of Sevastopol held by the Russian Federation is illegitimate, and their results will not have any legal consequences.

The so-called “elections of the governor of Sevastopol” and “additional  elections of deputies” to the so-called “State Council of the Republic of Crimea” and “Simferopol Local Council” constitute a gross violation of the Constitution and legislation of Ukraine, as well as fundamental norms and principles of international law, including the UN Charter, Geneva Convention of August 12, 1949 for the Protection of Civilians in Time of War, the Helsinki Final Act of the Conference on Security and Cooperation in Europe of August 1, 1975, the obligations of the Russian Federation under bilateral international treaties and other norms of international law, UN General Assembly resolutions 68/262 of 03/27/2014 “Territorial integrity of Ukraine”, 71/205 of 12/19/2016, 72/190 of 12/19/2017, 73/263 of 12/22/2018 and 74/168 of 12/18/2019 “The state and situation with human rights in the Autonomous Republic Crimea and the city of Sevastopol, Ukraine “, as well as 73/194 from 17.12.2018 and 74/17 from 09.12.2019″ The problem of militarization of the Autonomous Republic of Crimea and the city of Sevastopol, Ukraine, as well as the regions of the Black and Azov Seas,” the Foreign Ministry added.

“Everyone involved in the preparation and conduct of the illegal “voting” in the temporarily occupied Crimea will be held accountable in accordance with the legislation of Ukraine. We call on foreign states and international organizations to condemn the illegal actions of the Russian Federation and clearly declare the non-recognition of the results of the so-called “elections” in the temporarily occupied territories of the Autonomous Republic of Crimea and the city of Sevastopol, as well as to increase political and diplomatic pressure on the Russian Federation, including through the expansion of sanctions,” the message reads.

President’s Office position will not change: Water cannot be supplied to Crimea before its de-occupation.
