The Ukrzaliznytsia reform, which was announced by the Minister of Infrastructure Vladyslav Krykliy, will start after the law on railway transport to be adopted, the deputy minister Yuriy Lavrenyuk said this on air of the politeka.ua agency.

Now the document is under consideration by the relevant parliamentary committee. According to Yuriy Lavrenyuk, the law will be adopted before the end of this year.

“This will be the first step to ensure that we will have private freight transportation, private passenger carriers that will compete with Ukrzaliznitsa, and it will either have to modernize or give way to efficient private owners,” Yuriy Lavrenyuk said.

He recalled that the reform was aimed to divide the railway monopolist into three independent operators to manage infrastructure, freight and passenger transportation. They plan to open the transportation market for private business, while the entire infrastructure will be controlled by public administration.

“The entire railway infrastructure – gauges, stations, branches, electrification, tunnels, level crossings, hub stations – all are the strategic objects and will remain in state ownership,” the deputy minister said.

The reform also aimed at increasing tax revenues from the private railway operators activities, improving the quality of rolling stock and services through competition, increasing the cost of upgrading infrastructure and, accordingly, increasing the speed of trains.

At the same time, Yuriy Lavrenyuk added that the current leadership of the country has political will to reform successfully Ukrzaliznytsia.
