President of Ukraine Volodymyr Zelensky during his meeting with the Parliament, Cabinet and law enforcement leaders instructed the Cabinet of Ministers of Ukraine to draft a bill on farmland circulation by October 1, and the Verkhovna Rada to abolish the moratorium on farmland sale by December 1, 2019.
“Introduction of the land market. Developing and submitting to Parliament a bill on the agricultural land market and lifting the moratorium on land sales. The deadline is October 1, 2019. The persons responsible are Oleksiy Honcharuk [Prime Minister – ed.], Minister of Economy, Trade and Agriculture Tymofiy Mylovanov,” the President said.
The President emphasized that society needs to be explained that “no one will take land from anyone.” Land reform is aimed at developing Ukrainian farming, and, above all, protecting smallholders.
The President also instructed Chairman of the Verkhovna Rada Dmytro Razumkov, Head of the Servant of the People parliamentary faction David Arahamia, the Head of the committee on agrarian and land policy Mykola Solsky to adopt a law on the agricultural land market and lift the moratorium on farmland sales until December 1.
The President instructed Prime Minister Oleksiy Honcharuk and Minister of Economic Development, Trade and Agriculture Tymofiy Mylovanov to fill out State Land Cadastre with information on land plots by January 1, 2021.
