President of Ukraine Volodymyr Zelensky submitted the first draft law to the Verkhovna Rada. He proposes to make amendments to the law of Ukraine “On public procurement”.
The draft law has been registered in the parliament and proposes to make amendments to two articles. In particular, it is proposed to add the following paragraphs to the Part 3 of Article 2:
- services procured by the Central Election Commission during the election process: on the manufacture, packaging, delivery of ballots; on the transportation and delivery of items containing documentation and material values related to elections, with the publication of materials on the organization of the preparation and conduct of elections, subject to mandatory publication in the media in accordance with legislation; telegraph communication and telecommunication services; on provision of airtime for placement of materials subject to publication in the mass media of state and communal forms of ownership in accordance with the law;
- goods and services necessary for the district electoral commissions to exercise the powers to prepare and conduct elections in Ukraine during the election process;
- goods and services necessary for the preparation and holding of extraordinary, repeated elections of the President of Ukraine, extraordinary, repeated, mid-term elections of people’s deputies of Ukraine, extraordinary, repeated, intermediate local elections;
- support services, maintenance and modification of the Unified Information-Analytical System “Elections”.
In addition, it is proposed to amend the Article 18 with the following content: “consideration of complaints regarding procurement by election commissions during the election process of goods and services for the preparation and conduct of elections in Ukraine does not stop the procurement procedure, the start of the electronic auction and the progress of any deadlines, defined by this Law.”
