Police officers sometimes keep detainees in the cell in the police station without registration, resorted to beatings and torturing them. The UN Special Rapporteur on torture and other cruel, inhuman or degrading behaviors, Nils Melzer said this, Dzerkalo Tyzhnia reported.
The UN Special Rapporteur said that cases of improper treatment or torture often took place during detention, as well as during interrogation by the police. Such actions are carried out by law enforcement officers in order to dislodge information or recognition.
«Both the Ministry of the Interior and the National Police, I criticized for this earlier. They have made great efforts to improve this system, in particular the system of keeping people in custody. Now they try to avoid the cases when the police, which detain people, also put them in the pretrial detention room», – the message said.
But at the same time it is noted that allegations of improper treatment relate exactly to detention – before a person is officially taken into custody and registered him.
«When a person is held in a cell in a police station non officially , but somewhere in the basement or even in the offices of investigators or operatives, serious beatings and torture can be used there. For torture Police officers use electro shockers or torturing them for a long time in an «uncomfortable position», – Melzer said.
As «The Journalist» reported, in Kharkiv region two young guys stole a child and tortured him with pliers.
