During the year, only 211 deputies remained in the mono-majority of the Verkhovna Rada. In 2020, only 16% of the laws were adopted by the deputies of the Servant of the People. The Journalist reports with reference to the press service of the Committee of Voters of Ukraine, referring to the analysis of the results of voting for the laws adopted by the parliament last year.
It is indicated that 230 laws were adopted in just a year. Deputies of the Servant of the People, who have the rights of coalition in the Rada of the IX convocation, provided 226 votes with only 16% of the adopted laws. Thus, 226 or more deputies of the mono-majority voted for 37 out of 230 laws.
All other laws would not have been adopted without the votes of other parliamentary factions and groups. At the same time, the vast majority of projects were initiated by the members of the ruling team themselves: President Volodymyr Zelensky, the government, MPs of the mono-majority.
“The indices of mono-majority voting have been constantly decreasing since the work of the Verkhovna Rada of the IX convocation. If in September 2019, an average of 231 people’s deputies Servant of the People voted for the adopted laws, then in September 2020 – 206 deputies, and in December 2020 – 211 deputies,” the message says.
The head of the CVU Aleksey Koshel noted that the de facto Servant of the People is no longer able to independently pass laws. During the year, 211 deputies remained in the mono-majority, who mostly press YEA button. Whereas the adoption of the law requires at least 226 votes.
“The low performance of the mono-majority is explained not only by the general decrease in visits to the Rada due to the coronavirus. In fact, during each vote in the Servant of the People there are more than a dozen deputies who either do not vote at all, abstain or vote against. Therefore, first of all, it is a question of factional discipline and political splits within the political force,” he added.
