First public-private partnership program in road industry starts in Ukraine

Ukraine is planning to implement the first pilot public-private partnership (PPP) projects in the road industry, namely on 6 road sections. It was presented on Thursday, October 29, to potential investors, according to the Minister of Infrastructure Vladyslav Krykliy.

“Six road sections selected for potential pilot PPP projects will be implemented under the First Public-Private Partnership Program in the Road Industry … Together with Ukravtodor, the World Bank and IFC, today it was presented to 310 participants from 43 countries of the world and 38 companies – potential investors,” he wrote.

Krykliy clarified that for PPP implementation will be offered roads Kharkiv-Dnipro-Zaporizhzhya (M-29, M-04, M-18); Boryspil-Poltava (М-03); Kherson-Mykolaiv (M-14); Kyiv-Zhytomyr-Rivne (M-06); Yagodyn-Kovel-Lutsk (M-07, M-19); Dnipro-Ktyvyi Rih-Mykolaiv (M-04, H11).

These highways connect 10 regions of Ukraine, and, according to Krykliy, more than 12 million residents will be able to experience the improvement of road infrastructure.

“PPP is not about toll roads, but about “installment roads”, when the state attracts private investment in construction, and the investor implements the project at his own expense and after the road is put into operation, receives payments from the state,” the minister stressed, noting that it is beneficial to everyone.
