From 2020 Ukraine’s Cabinet will introduce key performance indicator for heads of RSA

Prime Minister of Ukraine Oleksiy Honcharuk has said that from 2020 the Government will introduce a systematic assessment of the performance of the heads of Regional State Administrations (RSA), as the Uriadoviy Courier reported.

According to Honcharuk, who does not show results will be dismissed:

“It is clearly stipulated in the Government’s Action Program that we will build an integrated system of performance evaluation for officials. Therefore, from 2020, we will launch a systematic assessment of the performance of the heads of RSAs. It will show who works for the result and who sabotages the work and needs replacement.”

A system has been shaped for evaluating key performance indicators (KPI) for the heads of the RSAs. The draft resolution of the Cabinet of Ministers “On Approval of the Procedure and Methodology for Experimental Monitoring and Evaluation of the Effectiveness of the Heads of Regional State Administration, Kyiv and Sevastopol City State Administration” has already been prepared.

“We provide an opportunity to learn and gain new competencies to those who want it. But if a civil servant shows poor results and does not want to study then he will have to leave the service. The public service will no longer be a place where an employee simply waits to get pension and benefits,” the Prime Minister said.

He also added that the evaluation will be carried out by the Secretariat of the Cabinet of Ministers on the basis of available data of state statistics, information of central executive bodies, the RSAs and other sources of open data.
