The Ministry of Energy, together with the State Energy Efficiency Agency, developed and submitted to the government a draft order of the Cabinet of Ministers of Ukraine “On the National Action Plan for Energy Efficiency for the Period up to 2030”. Consultants of the Secretariat of the Energy Community were involved in the development of the project within the framework of the international technical assistance EU4Energy Governance.
The grounds for the development of the National Plan are the fulfillment of Ukraine’s international obligations under the Association Agreement and the Agreement on the Establishment of the Energy Community, as well as the Government’s priority action plan for 2020. In addition, the approval of the new National Energy Efficiency Action Plan is necessary in view of the end in 2020 of the previous National Energy Efficiency Action Plan.
The aim of the draft act is to define a national target for energy efficiency and measures to achieve it, in accordance with the European approaches of the Directive of the European Parliament and of the Council 2012/27/EU “On energy efficiency”. In addition, this project approves a three-year action plan for the implementation of the National Energy Efficiency Action Plan.
Taking into account the requirements of Article 3 of the Directive, the project determines that the primary and final energy consumption in Ukraine in 2030 should not exceed 91,468k and 50,446k tons of oil equivalent, respectively.
To achieve these goals, the National Plan identified a number of sectoral and cross-sectoral measures and instruments aimed at improving the level of energy efficiency in various sectors of the economy (residential and public sector, transport, industry, energy etc.).
According to the Directive, national plans are strategic documents and must be reviewed by countries every three years.
