The Minister of Health of Ukraine Maksym Stepaniv said that the Ministry of Health does not intend to halt the second stage of medical reform, but is trying to change the situation so as not to lose medical personnel and prevent the closure of hospitals. This was reported by the press service of the Ministry of Health.
“Health reform, as we have it, means the dismissal of about 50,000 health workers and the closure of 332 hospitals. Our team is working to immediately change the situation, so that the state does not lose doctors and there will be no massive closure of hospitals,” Stepaniv said.
He noted that the reform, which was developed by previous authorities of the Ministry of Health, based on individual elements of Western countries’ models, but is not adapted to Ukrainian realities at all.
The head of the Ministry of Health explained that the National Health Service of Ukraine calculated the tariffs, and the Cabinet approved it on February 5, just 2 months before the start of the second phase of the reform.
According to Stepaniv, most of the tariffs were developed without consultations with specialized doctors, that is, they were composed by officials who are not familiar with medical system’s mechanism.
Stepaniv also added that the reforming process of Ukrainian medicine can last about three years, and real changes will begin in 2021.
