The Ministry of Economic Development, Trade and Agriculture of Ukraine has published amendments to Order No. 283 dated March 19, 2020, simplifying the immigration procedure for foreign specialists wishing to work in Ukraine, BRDO reports.
Thus, the changes include:
expanding the list of professions from 10 to 23, whose representatives are eligible for a migration permit;
establishing a combination of mandatory and additional requirements, instead of the mandatory requirement of higher education in a specialty;
reducing the requirements for work experience from 7 years to 3 years;
establishment of an inexhaustible list of documents that can confirm work experience;
grouping of professions by category;
setting the size of quotas not for a profession, but for a category of professions.
“It is obvious that above changes generally improve the conditions for relocation for foreign specialists who seek to work in Ukraine. However, the Office of Effective Regulation emphasized, that several steps still need to be taken on the way to an effective procedure.”
So, first of all, the State Migration Service should significantly reduce the time for checking documents of foreigners and begin to publish online up-to-date information on the number of permits granted under the quota of highly qualified specialists and on the number of applications submitted.
“The total period for consideration of documents should not exceed 10 calendar weeks, although now it takes 9-12 months,” BRDO noted.
