Ukrainian Government plans to cancel the Book of Complaints and Suggestions as an ineffective tool for protection consumers’ rights. As the press service of the Ministry of Economic Development and Trade of Ukraine (MEDT) has noted, such a way of monitoring of the enterprises’ work not applied in the European practice.
«The Book of Complaints and Suggestions was implemented back in the Soviet Union, because at that time it was the only way to control enterprises, institutions and organizations, which provided services to citizens. Nowadays it is not an effective tool for protecting rights and just misleads consumers instead,» – the Ministry explained.
The MEDT believes that adopting the law of Ukraine «on citizens’ applications» will be more effective for citizens, as it introduces electronic or written appeals, to which the companies would be obliged to respond within the established period.
«Another drawback of the Book of Complaints and Suggestions is that citizens must indicate their personal data [address, phone number, etc.]. Since everyone has access to this book, the personal data can be used by unscrupulous business or scammers,» – the ministry said.
Entrepreneurs are advised to give preference to other channels, such as electronic appeals, hot telephone lines, thanks to which customers can receive instant response or track the status of their appeals.
