In Ukraine, National Commission for State Regulation in the Field of Communications and Informatization, at a meeting held on January 29, coordinated the draft order of the Administration of the State Special Communication Service “On Approving Requirements for the Level of Quality of Data Transmission and Internet Access” and remarks. This is reported by the press service of NCSRFCI, reports Ukrinform.
NCSRFCI pointed out the need to take into account European and international requirements in the relevant field.
“Now the European Union countries use the ETSI 202 057 Technical Committee of the European Telecommunications Standards Institute and the recommendations of the International Telecommunication Union ITU Y.1540, ITU Y.1541, ITU Y.1545, which define the list of quality parameters for Internet access services, establish methods for their measurement and evaluation. This standard is harmonized in Ukraine as DSTU ETSI EG 202 057. In addition, in the conclusion and recommendations of the CEP report from 2013 ECC REPORT 195 "Minimum Set of Quality" (section 10) It is indicated that the minimum settings for the quality of services should be used and harmonized by the CEPT countries,” the message says.
National Commission proposed to apply the methods of testing indicators of quality of data transmission services and Internet access, which are defined in GOST ETSI EG 202 057, which corresponds to EU technical standards. It is also proposed to supplement the project with the requirements for indicators that characterize the full value of the provision of services: data transmission and reception speeds; delay time between packets; delay variation (jitter) packet loss.
