In Ukraine, once again they are going to strengthen the responsibility for animal abuse. This time, Cabinet of Ministers of Ukraine proposes to eliminate inconsistencies in legislation on the protection of animals from cruel treatment and to increase responsibility for this crime. The corresponding bill number 9453 registered in Verkhovna Rada.
In the documents, it is proposed to clarify that cruelty to animals is an act towards animals that belong to vertebrates. This eliminates vague wording that makes it difficult to apply these standards in practice.
Cruel treatment of animals, according to the text of the document, is a beating, bullying, intimidation, incitement to other animals, abandonment, violation of the rules for keeping and transporting animals, committed out of hooligan or mercenary motives that led to injury, injury or death of animals (except disinfection measures of self-defense, hunting, fishing, scientific, other activities stipulated by law), as well as violence against animals, aimed at but satisfaction of sexual passion.
The project proposes to strengthen criminal liability for animal abuse. In particular, the abuse of vertebrate animals will be punished with imprisonment for up to three years. For such actions committed again, will be punished with imprisonment for a term of three to eight years. The same actions committed with the aim of creating images, film – and video products that promote cruel treatment of animals – threaten with imprisonment for a period of five to eight years. The sale or distribution of such a film and video is punishable by a fine of 100 to 300 non-taxable minimum incomes of citizens (UAH 1700-5100) or restriction of freedom for up to five years.
