Zelensky intends to motivate youth in occupied territories to retain Ukrainian citizenship

President of Ukraine Volodymyr Zelensky held a meeting on providing the youth living in the temporarily occupied territories with opportunities to obtain a passport of a citizen of Ukraine.

During the meeting, Zelensky said that Russia was massively issuing its passports to people living in the temporarily occupied territories as war in eastern Ukraine ongoing.

The head of state stressed that such a situation is unacceptable, therefore there is a need to develop a special program aimed at providing young people with documents proving citizenship of Ukraine.

“We need to establish contact with civilians in the occupied territories who cannot live in Ukraine-controlled territory for some reason,” the President’s Office’s press service quoted Zelensky as saying.

Zelensky noted that these measures should motivate young people to obtain a Ukrainian education and to assist in the organization of their future life in the territory controlled by Ukraine.

It is not only about those who stayed in the temporarily occupied territories, but also those who returned there, because they could not get settled in the controlled territory and enter Ukrainian universities before the introduction of preferential conditions for admission for this category of citizens.

The meeting was attended by representatives of the Ministry of Education and Science, the Ministry for Veterans Affairs, temporarily occupied territories and internally displaced persons, the Interior Ministry and the State Migration Service.

Among the proposed steps are the simplification of the procedure for obtaining administrative services, in particular, in terms of obtaining a Ukrainian birth certificate and passport by residents of the occupied territories.

It also considers the possibility of providing distance learning of the Ukrainian language and the history of Ukraine – subjects that are not currently taught in the temporarily occupied territories, expanding the number of higher education institutions in which children of this category could enter, and increasing quotas for budget places in them, organization hotline work for applicants and the like.
