Zelensky wants to provide criminal liability for thieves in law

President Volodymyr Zelensky has submitted to the Verkhovna Rada a draft law on amending the Criminal Code of Ukraine regarding liability for crimes committed by the criminal community, which provides for criminal liability for thieves in law – persons with high ranking status within the criminal underworld.

According to the presidential press service, the law stipulates that political and economic stability in Ukraine requires significant changes in the law enforcement policy in combating organized crime, which poses a significant threat to the rights and interests of citizens protected by the state, sustainable development of society, as well as for the national and public security of Ukraine.

“Organized crime and the so-called “thieves in law” form in Ukraine a criminal environment typical for the former USSR countries. It is characterized by the presence of a strict code of behavior, stable criminal traditions, as well as a high level of organization, hierarchy, closeness and conspiracy,” the report emphasizes.

The bill, initiated by the president, provides for criminal liability for persons known as “thieves in law”, the creation and participation in criminal communities, etc.
