Due to non-fulfillment of the budget’s targets for two months of 2020, the Armed Forces of Ukraine did not receive UAH 3.5 billion intended to support activities and weapons.
This was announced by the head of the Accounts Chamber of Ukraine Valeriy Patskan.
“In total UAH 3.5 billion (24.8% of the plan) were not provided on supporting the activities of the Armed Forces of Ukraine, the purchase and repair of weapons, military equipment and facilities,” the report reads.
According to him, a steady tendency towards non-fulfillment of budget’s targets has continued for the second month in a row. The expenses of the general fund in January-February amounted to UAH 22.2 billion, or 14.5% less than planned. More than 30% – UAH 7 billion of unspent expenses – are the payment of benefits and housing subsidies to citizens, the purchase of solid and liquid stove household fuel and liquefied gas (in cash) and the payment of certain types of allowances, compensations, cash provisions and payment for services to individual categories of the population.
He also noted that the shortfall in January-February in the planned amounts of funds from state borrowing and revenues led to the failure to fulfill the plan of revenues of the general fund of the state budget by UAH 38.5 billion (18.4%). The revenue plan of the general fund of the state budget has not been fulfilled for UAH 18 billion (14.7%). In particular, value added tax from goods imported into the customs territory of Ukraine amounted to UAH 13.8 billion, or 27% less than planned, excise tax from manufactured excisable goods in Ukraine – to UAH 2.4 billion (24.8% less than planned).
