The Cabinet of Ministers of Ukraine has approved the decision on the separation of the gas transmission system of Ukraine according to the Ownership unbundling (OU) model.
This was reported by the state company Trunk Gas Pipelines of Ukraine.
“We welcome the governmental decision on adopting changes to the Resolution No.496 of the Cabinet of Ministers of Ukraine on the implementation of the unbundling model proposed at the meeting of the Coordination Council on May 16, 2019. The model is based on the OU principle, provides for filing an application for certification, signing a transit agreement and obtaining property necessary for the transportation of gas by Trunk Gas Pipelines of Ukraine,” the message says.
It is noted that such model does not require additional legislative changes.
“The long-awaited decision provides an opportunity to really start fulfilling Ukraine’s external obligations to the EU and, which is most important, the obligations to create a free market for natural gas to end-users, industry and market participants,” the press service noted.
It is also known that the Prime Minister of Ukraine Volodymyr Groysman instructed to develop a detailed action plan, as well as to coordinate actions with the European Commission, the Energy Community Secretariat, the World Bank and other international partners.
It is noted that the successful implementation of the resolution and the unbundling project as a whole depends on close cooperation with the NJSC Naftogaz of Ukraine to create an independent GTS Operator before January 1, 2020.
