The first stage of the decentralization reform in Ukraine is completed, Prime Minister of Ukraine Volodymyr Groysman said at a government meeting today, January 23.

“During these 5 years we have passed the first stage of the decentralization reform, there is the possibility of starting a new phase, which will be based on new solutions. It is also necessary to ensure the irreversibility of this reform,” said the head of government.
At the same time, Cabinet of Ministers approved decision regarding plan for the introduction of a new phase of decentralization.

The corresponding order “On approval of the action plan for the implementation of the concept of reforming local self-government and the territorial organization of power in Ukraine for 2019-2021” and the draft law on amending the law “On local self-government in Ukraine” was adopted at a government meeting.

“Today, for the first time since 2014, we are updating the action plan,” Groysman emphasized.
Thus, during the new stage of decentralization, the formation of wealthy communities should be completed, about 100 regions and 1600-1800 OTG should become Ukraine’s territorial basis.
In addition, local elections in 2020 should be held on a new territorial basis.
