The National Anti-Corruption Bureau reported suspicion to former Minister of Infrastructure Volodymyr Omelyan for reducing port charges, as a result of which the state budget has not received UAH 30,5 mln.
According to the press service of NABU on Friday, June 19, actions of the ex-official are qualified according to Part 2 of Article 211 (publication by the official of a normative legal act, which reduces budget revenues contrary to the law, if the subject of such actions was budget funds in especially large amounts) of the Criminal Code of Ukraine.
“The investigation established that in December 2017, the former minister issued a decree to reduce all port charges (except lighthouse one) by 20%. At the same time, one of these fees – administrative – is the revenue part of the state budget. Therefore, only the Verkhovna Rada, and not the minister, could regulate its size,” the report said.
NABU noted that the Ministry of Finance opposed the reduction of all port charges, emphasizing that a decrease in the administrative fee would lead to a shortfall in budget revenues.
According to the State Audit Service and the judicial examination, due to the decision of the Minister, the budget received UAH 173,3 million in 2018, instead of UAH 203.5 million planned.
Subsequently, the Ministry of Infrastructure recognized that the order on reducing fees did not reach its goal.
