People’s deputy, presidential candidate of Ukraine and one of the leaders of Rukh Novykh Syl political party, Yurii Derevyanko, do not see any drastic changes and improvements in the state even after introduction of a number of reforms by current government. He stated this in an exclusive interview with The Journalist.
«It is very funny when president of Ukraine says that 144 reforms have already been completed. I do not know yet any reforms that would have been successful. For example, the so-called law enforcement reform. The prosecutor’s office has already been reformed several times. Consequences of these changes are now that no Ukrainian citizen feels safe. In addition, no Ukrainian citizen feels that his property is protected. Bribes still exist, criminal cases as sold as they were, it is currently «effective» and continues to be carried out by new Prosecutor General (Yurii Lutsenko – ed.), who is Petro Poroshenko’s best friend, who now uses entire instrument of Prosecutor General’s Office for his own enrichment. The same happens in police. That prosecutor’s office, police, and SBU work synchronously, «roof» gambling business, illegal mining of amber and the like. That is, law enforcement agencies are not aimed at protecting citizens; quickly and effectively investigate criminal cases. This is in the future punitive system, which is used for political purposes. This system continues to be used for corruption purposes. At the moment, it’s all headed by associates and even relatives of the president, as well as acting parliamentary factions. There is no question of any reforms here», parliamentarian said.
According to Yurii Derevyanko, even publicized medical and pension reforms have not brought promised changes and a better standard of living for Ukrainian citizens.
«Regarding medical reform. I did not vote for it, nor voted for pension reform. I believe that this is not a reform, but a deceit of citizens. My proposal and proposal of Ruh Novyh Syl political party regarding medical reform is that we must create insurance medicine, where state insures those citizens who do not have opportunity to insure themselves, and other able-bodied, working citizens insure themselves. Thus, we create a solvent market, where the main players are legislation, rules and insurance companies. However, it is certainly not officials. Today, all levers for allocating funds were given to officials, which leads to corruption, the use of an administrative resource, and an attempt to use the entire network of officials and doctors to win elections, illegally using them in election campaign first presidential and then parliamentary. The next so-called reform is a pension reform. What kind of reform is it when they increased payments to pensioners by 20, 80 or 100 UAH, which for several months depreciated due to inefficient and unprofessional economic policy: inflation, price growth and dollar exchange rate? At the same time, millions of Ukrainians, in essence, raised their working age. And at the moment we must work harder to retire. There cannot be such a pension reform. Its essence should be that there must be a strong economy in country, which is the basis for ensuring a minimum subsistence level, that is, maintenance of any able-bodied person in a state where a person is provided with the means to feed himself, have a roof over his head and buy medicine. For a civilized state, this is cheaper than driving a person into such a framework that he can become even socially dangerous. The second part of pension reform should provide for a mechanism whereby able-bodied individuals put aside funds for their retirement accounts. That is, the pension system should not be general, but personal. For this transitional period, having a strong economy, state should pay debt to those citizens who worked before that time, paid taxes and retired. In case of launching a real pension reform in 10-15 years, we would have a different result», said one of the leaders of Ruh Novykh Syl political party.
According to the People’s Deputy, oligarchs are now dictating the current political order in Ukraine, and all legislative, economic, and other spheres of country work in their interests and for their enrichment. Therefore, as Yurii Derevyanko explained, country needs radical changes, and citizens and society can unite them, joining forces.
«In general, when we talk about so-called reforms in the current system, I want Ukrainians, our viewers and listeners, to understand that this system protects oligarchy. This system is created by oligarchs and works in their interests, and not in interests of citizens. After all, even under the pressure of our international partners who want to give us financial support, all these oligarchs, starting with Akhmetov, Pinchuk, Levochkin, Kolomoiskyi, Hrihoryshyn, Poroshenko, think how to steal, earn money, or how to do it, not affecting their interests. That’s why I’m in favor of radically rebuilding this system. The essence of my program is precisely this: to launch radical changes, to deprive oligarchs of monopoly they now have over our lives, over economy of country (this is practically all the key sectors of this sector), over financial sphere, over central television channels, consciousness and perception of what is happening. The most important thing, in my opinion, is to change mechanisms for formation of our power. They (oligarchs – ed.) are now preparing us for the next election, spending insane means, pushing their representatives, candidates who want to keep the existing current system. Then, before and during voting, we will be zombified by our television channels. All this in the end is in order to convince Ukrainians to vote for those whom they will slip under us. Therefore, I am against this system to continue working. I am for making this system immediately and radically rebuild. First of all, this must be done in economic sector. The next step is introduction of new technologies. Moreover, technology must be countered by oligarchy, where they cannot overcome progress. These things are obviously more profitable than preserving corruption, queues and bureaucracy. Third, we need to introduce elements of direct democracy when we as citizens of Ukraine who are the source of power can influence who will be an official, evaluate the performance of such officials, and even recall deputies, ministers, city chairmen, and also determine the priorities of their work are either at local level, or at national level, voting through their electronic office, using their voice. Thanks to modern technologies, this is all possible today. For example, in Estonia, the United States, Switzerland, they vote in an electronic way, using modern and at the same time cheap and secure technologies. Thus, you can quickly establish the results of voting and it is impossible to earn anything. This will enable us to introduce elements of direct democracy, when we will influence our lives directly. Then it will be meaningless to spend billions to deceive citizens, appoint unprofessional people to important positions on the principle of loyalty to a certain oligarchic group, lie to voters once in 5 years, and then do nothing for the country and people», summed up the parliamentarian.
