The Verkhovna Rada has registered a bill on the transfer of St. Andrew’s Church to the permanent use of the Ecumenical Patriarchate for worship, religious rites, ceremonies and processions.

The draft law No. 9208 was determined by the President of Ukraine as urgent and submitted to the Parliament Committee on Culture and Spirituality on October 17.

The relevant draft law proposes «to transfer the St. Andrew’s Church of the Sophia of Kyiv National Reserve (which is an outstanding cultural heritage site, an architectural monument of national importance) to the Ecumenical Patriarchate for religious services, ceremonies and processions.»

The St. Andrew’s Church should be used by the Ecumenical Patriarchate in compliance with the Ukrainian legislation on the protection of cultural heritage.

The peculiarities of transferring a religious structure to permanent free use and the conditions for its use are established by the Law of Ukraine «On Freedom of Conscience and Religious Organizations.»
