According to the Law of Ukraine “On the Election of People’s Deputies of Ukraine”, the election process begins the next day after the publication of the decree. Accordingly, in case of early parliamentary elections, the election campaign will start on May 24, 2019 without any decision taken by the Central Election Commission (CEC) regarding its commencement, the CEC press center informs.
The CEC emphasizes that it acts in accordance with the Constitution of Ukraine and the laws of Ukraine, it does not have the authority to allege the constitutionality or unconstitutionality of the Presidential decrees, and it is deprived of the opportunity to appeal to the Constitutional Court of Ukraine.
The Central Election Commission is ready and able to carry out the functions established by law for the conduct of special elections of deputies on July 21, 2019.
Recall, President Volodymyr Zelensky during the inaugural speech on May 20 announced the dissolution of parliament. On Tuesday, May 21, Zelensky signed a decree on early termination of parliament’s powers. On Thursday, May 23, the decree came into force after publication in the Uryadoviy courier.
