Occupiers in Donbas are recruiting people released from service for health reasons or previously convicted due to understaffing in troops, the spokesman for the Ministry of Defense of Ukraine, Colonel Oleksandr Motuzyanyk, said, referring to the data of the Defense Intelligence Directorate.

“The command of the Russian occupying forces continues to take measures to rotate officers and provide personnel for the commanders and units of the 1st (Donetsk) and 2nd (Lugansk) Army Corps of the RF. At the same time, the appointment to the officer positions among the local residents is carried out only after a careful check of the personal information of candidates at the HQ of the 8th Army of the Southern Military District of the Armed Forces (Novocherkassk) and under condition that candidate has no relatives in Ukraine,” the speaker said.

According to intelligence data, during the work of the integrated commissions of the General Staff of the Armed Forces of the Russian Federation in the formations and units of the 1st and 2nd army corps was discovered a significant level of understaffing in key military specialties (drivers of vehicles, driver mechanics, gunners, etc.).

“In order to provide manning personnel, the Russian command stepped up the so-called “career” work on the territory of Russia to recruit “volunteers”, and the military commissariats in the temporarily occupied territories of the Donetsk and Luhansk oblasts recruit citizens who had previously been exempted from conscription for health reasons, or having a criminal past,” added Motuzyanyk.
