The draft resolution of the Cabinet of Ministers of Ukraine on raising gas prices for the population was not approved by the State Regulatory Service of Ukraine. The corresponding decision was published on the department’s website.
«The adoption of the draft order in the proposed edition can lead to the monopolization of the natural gas market of NJSC Naftogaz of Ukraine; Ukraine would failure to fulfill her obligations under the treaty on the establishment of the Energy Community,» the decision says.
The resolution draft developers did not include an analysis of the regulatory impact on the market environment, ensuring the rights and interests of business entities, citizens and the state, as well as the rationale for compliance of the draft with the principles of regulatory policy. According to the institution, the initiators of the decree were not the principles of state regulatory policy determined by the Ukraine’s laws.
