Kurt Volker, the U.S. Special Representative for Ukraine Negotiations, said that the deploying a United Nations peacekeeping mission to the occupied part of the Donbas is possible only after the withdrawal of Russian forces from the occupied part of the region.
Volker stressed that the Minsk agreements are extremely important, UNIAN reports.
“Minsk agreements is the defining document in which Russia recognizes that the territory of Donbas should be returned to the sovereignty and territorial control of Ukraine,” added Volker.
“The border between Ukraine and Russia should be controlled by Ukrainians from the Ukrainian side. It stipulate withdrawal of foreign forces and the disbanding of illegal armed groups,” the American diplomat said.
“The problem is not in the agreements as such. The problem is that Russia has never recognized responsibility for Minsk agreements implementation. We support agreements and are ready to work together to facilitate their implementation, when Russia will be ready to do this,” Volker said.
The US special representative stressed that one of the ways to implement the Minsk agreements is to establish a peacekeeping mission under the auspices of the UN, which should replace the Russian forces and create safe control over Donbas.
