‘Steinmeier formula’ implementation: Withdrawal of troops in Donbas will start on Oct 7

The OSCE Special Representative in the Trilateral Contact Group for the settlement of the situation in Donbas, Martin Saydyk, said that the withdrawal of troops on the disengagement area in Zolote and Petrovske will start on October 7.

Saydyk noted that on the recommendation of the political advisers of the “Normandy Four”, the TCG members and representatives of the temporarily occupied territories of Donbas confirmed the text of the ‘Steinmeier formula’.

According to the OSCE Special Representative, the next meeting of the TCG will be held in Minsk on October 15, Belta reports.

President of Ukraine Volodymyr Zelensky said that there wili be no elections in Donbas ‘at the gunpoint’. The president also explained what Steinmeier’s formula means.

“This is a temporary law on a special procedure for local self-government in certain areas of Donetsk and Luhansk oblasts, also known in society as the law on the special status of Donbas. The law begins to operate on an ongoing basis, provided that local elections there to be held in accordance with the Constitution of Ukraine and the legislation of Ukraine, as well as  the publication of an OSCE report that the elections were held in accordance with OSCE standards and international standards for democratic elections. This means that there will not be and cannot be any elections ‘at the gunpoint’,” Zelensky said.

The president recalled that the current law on the special status of Donbas is valid until December 31, 2019.

“There will be a new law developed by the parliament in close cooperation with the public. In this new law, not one red line will be crossed. That is why there is never will be no surrender, never,” the president emphasized.

Zelensky also noted that local elections will not take place if troops stay in Donbas.
