Only 8.6% of surveyed Ukrainians support the full amnesty for all Russian-led militants, no exception.

Nationwide study of public opinion was conducted by the Ilko Kucheriv Democratic Initiatives Foundation in cooperation with the Kyiv International Institute of Sociology.

The question posed to the respondents was: “Who should be affected by the amnesty among those who were involved in the military conflict in Donbas?”

Some 24.9% of respondents believe that no amnesty is needed at all (everyone needs to be held accountable in accordance with the law).

About 22.7% respondents support amnesty only for civilians (those who worked in state authorities in the so-called “DPR” and “LPR” – except top officials).

Another 22.2% advocate amnesty for members of illegal armed groups, with the exception of those who have committed serious crimes (murders of civilians, torture, etc.).

At the same time, only 8.6% support a complete amnesty for everyone, without exception.

21.5% of respondents found it difficult to answer.
