Kurt Volker, U.S. Special Representative for Ukraine Negotiations, said that the Verkhovna Rada of the new convocation should update some laws related to the Minsk agreements.
“When a new parliament to be elected, it should renew some laws on the implementation of the Minsk agreements. For example, the proposed decentralization within the framework of the Constitution, the special status issue, the amnesty and the opportunity to hold local elections in a situation to be secured. All these things will have to be renewed, and, of course, we support Ukraine in this matter. However, it is the Ukrainian side that should lead this process,” Volker said in an interview with the Voice of America.
The special representative stressed that the President Volodymyr Zelensky has considerable credibility, as it has been shown by the presidential elections, but yet has not been revealed by the votes at the Parliament and by the support of the specific strategic legislation.
“We will learn the results, as well as whether [the Parliament] will be able to form a working majority, necessary to support both the Minsk implementation plan and the reform plan in Ukraine, will be seen only after July 21,” the American diplomat added.
According to Volker, the United States are looking forward to the visit of the President of Ukraine.
“There is no date agreed with the White House yet. It will depend on the schedule. However, we hope that this visit to take place in the near future. As always, we are eager to express our full support to President Zelensky in his actions on implementing significant reforms in Ukraine,” the Special Representative said.
Volker also noted that Zelensky’s peacekeeping efforts had drawn attention to Russia’s inaction.
