Verkhovna Rada of Ukraine has adopted a law which abolish state monopoly on alcohol production.
Some 284 deputies voted for the relevant law with the required minimum of 226 votes, Ukrinform reports.
According to the head of the Verkhovna Rada Committee on Economic Development Dmytro Nataluha, to the second reading all amendments were taken into account.
“We have made some extremely important refinements that ensure the transparent production of alcohol – this is an amendment to round-the-clock video surveillance. An amendment to protect domestic producers was also taken into account. That is, to restrict imports,” the head of the Committee said.
An explanatory note states that the law abolishes the state monopoly on the production of alcohol from January 1, 2020, in order to withdraw the alcohol production from the shadow.
In particular, it will provide an opportunity for business entities of different forms of ownership to produce and sell alcohol, including for export, after obtaining an appropriate license. A prerequisite for obtaining a license is the installation of round-the-clock video surveillance at the production site.
The law also introduces restrictions on alcohol import until January 1, 2024. Only state-authorized enterprises authorized by the Cabinet of Ministers will be able to import alcohol under license. The import cannot exceed 10% of the volume of alcohol production at the enterprise.
In addition, it will be possible to produce alcoholic beverages for sale on the territory of Ukraine before January 1, 2024 using alcohol with the status of Ukrainian goods, in accordance with the Customs Code.
