Ukraine’s Parliament supports bill on reform of prosecution bodies

The Verkhovna Rada of Ukraine has adopted bill #1032, which provides for the reform of the prosecution bodies. The bill was backed by 259 deputies.

According to the text of the document, the Prosecutor General’s Office will become the Office of the Prosecutor General. The military prosecutor’s office is being liquidated.

If necessary, by the Prosecutor General decision, specialized prosecutor’s offices can be created on the rights of a structural unit of the Office of the Prosecutor General, regional prosecutor’s offices, regional prosecutor’s office, district prosecutor’s offices or district prosecutor’s units.

Also, according to the bill, the Prosecutor General receives the authority to approve the development strategy of the prosecutor’s office, the regulation on the system for assessing the quality of work of prosecutors and the procedure for measuring and regulating the burden on prosecutors.

In turn, in the structure of regional prosecutor’s offices, units will be formed departments and divisions. It is estimated that local prosecutors will become district ones. Their list and territorial jurisdiction will be determined by the prosecutor general.

At the same time, the rules, which stipulated the Ministry of Justice should register the orders of the Prosecutor General and include normative legal acts in the state register, and then publish it in official newspapers, are being eliminated. The norm on the possibility of certification of the prosecutor in case of disciplinary proceedings repealed against him.

The law allows to finance the prosecutor’s office not only from the state budget, but also from other sources, including through international assistance projects.

The total number of employees of prosecution bodies is reduced from 15,000 to 10,000 people.
