Ukraine took first place in Transparent Public Procurement Rating

The Ukrainian public procurement system has scored 97.05 points out of 100 possible, Transparency International Ukraine said.

To Transparent Public Procurement Rating, which is implemented by the Institute for Development and Freedom of Information (Georgia) together with other organizations, Ukraine took first place in the rating.

Ukraine (97.05 points) is followed by Moldova (92.81) and Colombia (91.77). Tajikistan has the worst result – 37.88 points.

The rating assesses the public procurement legislation and the transparency of processes at each stage of the tender. At first it covered only the Eurasian region, but now it includes 39 countries from around the world. Public procurement of states is assessed by 64 indicators and at different stages of procurement.

Not so long ago Ukraine was at the second place in this rating (86.26 points) and lost to Moldova. However, over the past year, were made a number of important legislative changes. First of all, was adopted the new edition of the Law “On Public Procurement”, which introduced pre-tender consultations with the market and expanded the possibility of using non-price criteria via Prozorro. In addition, the experts noted the provision on the protection of whistleblowers in the Law “On the Prevention of Corruption” and the launch of online monitoring of purchases by the State Audit Service.

“The status of a country with a transparent sphere of public procurement needs to be defended, and we, together with the relevant department of the Ministry of Economy, have succeeded this year. However, transparency is not the final goal, but an important component of the efficient use of taxpayers’ funds. The field of public procurement requires, first of all, the establishment of effective control and the inevitability of punishment. Prozorro will continue further digitalization, because data is new oil in the new world,” Vasyl Zadvorny, General Director of Prozorro, said.
