EU decided to create reception centers for refugees outside the European Union

The Prime Minister of Luxembourg Xavier Bettel during the the «frank talk» of 16 EU countries called on the European Union to start equip migrant reception centers outside the EU in neighboring countries, under the auspices of the UN. This is reported by UNN.
It is reported that the issue of refugees remains open to the European Union and the UN will take control of setting up immigrant reception centers outside the European Union.
It is noted that according to official data, from 2015 to 2018, more than 1.6 million registered refugees arrived in the EU. It is known that each of the years mentioned is characterized by a decrease in the influx of migrants to the EU countries, but the process of their arrival does not stop.
According to Mr Bettel, the United Nations High Commissioner for Refugees (UNHCR) is ready to take control of setting up immigrant reception centers outside the European Union. This issue was not discussed by the EU countries, as there were no guarantees for the creation of such centers, but now they are.
A more important issue remains the expulsion of illegal migrants from the EU. There is no data available on this subject.
Recall, the heads of the state and government of the EU at the june-28-29-eu-summit, can reach an agreement on strengthening the control of the external borders of the European Union for the sake of preserving the Schengen area.
