According to the available data, the most complaints were received from the USA, Australia, Portugal, Chile, Argentina, Great Britain, Israel, Japan and the Philippines.
In turn, Instagram confirmed that the application failed. On the social network page on Twitter they clarified that the problem was solved in 4.07.
